  • Analyze threats and events in the past based on research and personal interviews with experts
  • Identify scenarios as a result of terrorism, crime, technical accidents and forces of nature that can lead to a loss of availability

WP2 Vulnerability and status analysis

  • Methodology and scale to assess the vulnerability of underground public transport systems at “network level” and “single station level”

  • Determine parameters that define vulnerability
  • Define an evaluation scale for a single station on a cross-scenario base
  • Analyze existing underground public transport systems with regard to typical operational and structural constraints
  • Study on current practices and potentials for improvement

WP3 Operational issues

  • Methods, concepts and measures to increase operational resilience

Working steps & results

  • Modelling of the impact of a single station loss on network capacity based on simulations
  • Development of machine learning algorithms for the determination of implicit operating principles of transport networks
  • Examine different degraded operating modes depending on the availability of personnel and equipment, compensation measures, etc.
  • Identify appropriate strategies for returning to normal operation
  • Establish a threat and event management plan for organized shutdown and rapid resumption of operations
  • Create a concept to largely maintain operations in high-risk situations

WP4 Structural issues

  • Methods, concepts and measures to increase the structural resilience of stations and tunnels

  • Develop a dedicated method for condition assessment of load-bearing structures and constraints
  • Identify critical load-bearing structures and their exemplary assessment
  • Develop a procedure for fast and reliable damage assessment
  • Determine appropriate temporary measures
  • Definition of typical expected damage to elements of the load-bearing structure
  • Development of engineering concepts for permanent repair

WP5 User-related issues

  • Methods, concepts and measures to increase user-related resilience
Working steps & results
  • Identify traffic network areas with difficult evacuation conditions
  • Examine means of communicating with users (included their own) for their information about the multimodal and multi-operator transport offer
  • Develop a multi-level concept for restoring customer confidence
  • Derive recommendations for the evacuation of users trapped in a train (especially in a tunnel)

      WP6 Strategic Concept and Demonstration

      • Selection of cost-effective measures and development of a strategic concept
      • Proof of applicability of newly developed methods and concepts

      • Perform life cycle cost analysis of selected measures
      • Selecting recommended measures for the levels of operation, structure and user, taking into account technical and economic effectiveness
      • Summarize of results in a strategic concept for public transport companies in the form of a guideline
      • Conduct a table top exercise with security stakeholders for key scenarios
      • Perform a major rescue exercise in a metro station for a relevant scenario
      • Conduct a crisis unit exercise involving a variety of innovations developed in the project
